What BBCE means
Each row restructures the USDA Food and Nutrition Service Broad-Based Categorical Eligibility state-option table. Values are policy percentages and asset-test rules, not a household eligibility determination or benefit amount. State-specific exceptions remain in scope_note rather than being flattened into a false universal rule.
A higher BBCE gross-income percentage or eliminated asset test can widen the screening doorway, but it does not guarantee eligibility or a benefit. Net-income, deduction, citizenship, household, work-rule, and program-integrity requirements still apply, and only the administering agency can make a determination.
