Your marginal tax rate is the rate on your last dollar earned. Your effective rate is total tax ÷ total income — always lower than marginal. State tax is computed using California's actual tax brackets, both for the dollar amount owed and for the marginal rate (the rate of whichever bracket contains your taxable income). California has progressive brackets up to 13.3%, so your effective state rate will be lower than your marginal bracket unless your entire income falls in the top bracket.
