Calculation methodology and assumptions

Maryland's fees changed recently and most published figures are out of date. Per the current Transportation Code, annual Class A passenger registration effective July 1, 2025 is $80.50 for vehicles at 3,500 lb or less, $85.50 from 3,501 to 3,700 lb, and $151.50 above 3,700 lb (§13-912) — these supersede the "$135/$187 biennial" amounts still widely quoted. The title fee is now $200.00 (§13-802), up from $100, which now applies only to rental vehicles. Maryland charges a titling excise tax rather than ordinary sales tax: 6.5% of fair market value (up from 6%) with a $100 minimum, and §13-809 explicitly deducts a trade-in allowance from the total purchase price. A useful protection for older vehicles: if the vehicle is 7 or more model years old, the taxable value is the greater of the purchase price or $640, so a very cheap old car is taxed on at least $640. Every registration also carries a $40 per year EMS/trauma surcharge (§13-954). DISCLOSED: MVA's own fee page was not reachable this pass, so these values come from current statute rather than the agency schedule; MVA commonly issues two-year registrations, in which case a renewal collects twice the annual amount shown here. We could not locate the current EV surcharge section.
