North Dakota sets registration from two things — the vehicle's weight and its age — but with a twist that catches people out: the age band is keyed on the YEAR THE VEHICLE WAS FIRST REGISTERED, not its model year. The official fee schedule (NDDOT form MV-2) prints that in capital letters, and it matters for any vehicle brought in from another state or registered late, where the two years differ. A 2021-or-newer vehicle pays from $73 at 3,199 lb or less up to $274 at 9,000 lb and over; a 2018–2020 vehicle pays $65–$225; 2015–2017 pays $57–$177; and 2014 or older pays $49–$128. On a purchase, North Dakota charges a 5% motor vehicle excise tax (§57-40.3-02), and that tax is IN LIEU of general sales tax — §57-39.2-04 expressly exempts vehicles taxed under chapter 57-40.3 from the retail sales tax, so the two are never both due. A trade-in reduces the taxable amount: §57-40.3-01(5) deducts "the credit or trade-in value allowed by the person selling the motor vehicle", and because it says "person selling" rather than "dealer" the statute is not textually limited to dealer transactions. A title transfer is $5.00. Electric vehicles pay a $120 annual road use fee and plug-in hybrids $50. We found no county or local add-on to North Dakota registration, and no separately priced standard plate.
